The Office Fit-Out Process, Step by Step

From first survey to handover — the seven stages of a Ghana office fit-out, where the BoQ and the opening date are set, and what the client controls at each gate.

A Fit-Out Runs on Sequence, Not Speed

The difference between a fit-out that opens on time and one that slips is almost never effort — it is sequence. Trades that run in the wrong order clash, rework eats the programme, and the opening date moves. A well-run fit-out is a sequence of stages, each with a clear purpose and a decision the client owns. This guide walks through that sequence so you know what is happening, when the budget locks, and where your decisions matter most.

The Seven Stages

1. Brief & Survey

It starts with understanding what you need the space to do and surveying what you actually have — the base build, the services, the constraints. Nothing is costed yet, because nothing has been scoped yet. What you control: the brief — how the space must work, your opening date, your priorities.

2. Scope Definition

The brief becomes a defined scope: every partition, ceiling, finish, MEP service, joinery item, and piece of equipment the fit-out will involve. This is the foundation of an honest cost. No reliable number exists before this stage is complete. What you control: the specification and finish level — the single biggest driver of cost.

3. Bill of Quantities & Programme

A quantity surveyor measures the scope into quantities and prices them against current rates, producing a Bill of Quantities (BoQ) — a measured cost, not a per-square-metre guess. In parallel, a programme is set against your opening date. What you control: sign-off. You commit on a real number and a real timeline, with room to adjust scope before work starts.

4. Approvals & Permits

Where the works require it, building-permit and statutory approvals are handled, and the design is confirmed against the Ghana Building Code (GS 1207:2018) and Ghana’s building regulations (L.I. 1630). Larger or special projects may need EPA permitting (L.I. 1652). What you control: providing access and lease documentation promptly — delays here move the date.

5. Installation & Coordination

Every trade is installed and sequenced so they do not clash: partitions and ceilings, MEP, finishes, joinery, and specialist equipment, coordinated to the programme. This is the stage where specialist sequencing earns its keep. What you control: decision turnaround — late changes are the most common cause of slippage.

6. Snag, Commission & Handover

The works are snagged, the services commissioned, and the space handed over finished, working, and documented — ready to occupy. What you control: the snag walk-through and sign-off against the agreed scope.

7. Warranty

The installation is backed by a written workmanship warranty. What you control: a clear point of accountability after handover.

Two stages decide most of the outcome: scope definition (where the cost is really set, because cost depends entirely on scope and finish) and installation (where the date is won or lost on sequencing). Everything else supports those two.

Why the BoQ Comes Before the Number

Notice that no cost appears until stage three. That is deliberate. A whole fit-out is costed on a BoQ measured against your scope — not a per-square-metre rate, which is why published per-square-metre estimates diverge three to five times over (roughly GH₵1,200 to GH₵6,500-plus). On materials we price against genuinely published figures — cement at roughly GH₵85 to GH₵130 a bag, finishes by specification — never the inflated numbers circulating online (cement at GH₵185 to GH₵240, rods at GH₵19,000 to GH₵25,500), which run roughly double the corroborated price.
