A Space Can Look Finished and Not Work
The most expensive fit-out mistakes are invisible until the end. A ceiling closes before a duct is in. A wall is finished and painted, then opened again to chase a cable. A floor is laid before the floor boxes are set. Every one of these is a coordination failure between MEP and finishes — and every one means rework, lost time, and a finish that has to be redone. A space can look finished and still not work, because the services behind the finishes were never sequenced with them. This guide explains why MEP and finishes have to be coordinated as one job, not two.
What MEP and Finishes Actually Are
- MEP — mechanical (HVAC, ventilation), electrical (power, lighting, data), and plumbing (water, drainage). The services that make a space habitable and functional.
- Finishes — the visible layer: floor, wall, and ceiling finishes, joinery, and surfaces. What the space looks like.
The trap is treating them as separate. MEP lives behind and within the finishes — in the ceiling void, the wall cavity, the floor build-up. If the two are not sequenced together, the finishes either trap the services or have to be undone to reach them.
The Clashes That Cause Rework

First Fix, Second Fix: The Discipline That Prevents It
Coordinated fit-out runs MEP and finishes in a deliberate order:
- First fix — services run before the finishes close: cabling, pipework, ductwork, and containment installed in the voids and cavities while they are still open.
- Finishes — ceilings, walls, and floors closed and finished, with the services already in place behind them.
- Second fix — the visible service elements installed into the finished surfaces: sockets, switches, light fittings, grilles, sanitaryware, and the connections to joinery and equipment.
- Commission — the services tested and proven working before handover.
Run in this order, the finishes are never opened twice and the services are never trapped. Run out of order, the floor area is the same but the cost and the programme blow out — which is one more reason a per-square-metre rate cannot capture a fit-out.
Why Coordinated Scope Belongs on the BoQ
Coordination is not a free extra — it is scope: the first-fix runs, the second-fix items, the commissioning, and the sequencing that ties them to the finishes. That scope is measured and priced on a Bill of Quantities by a quantity surveyor (GhIS discipline), which is why a whole fit-out is costed on a BoQ and not a per-square-metre rate (published per-square-metre estimates diverge three to five times over, roughly GH₵1,200 to GH₵6,500-plus, because they cannot account for how much MEP a scope contains — the most variable line of all).
