What a Bill of Quantities Means for Your Fit-Out
If there is one document that decides whether your fit-out budget holds, it is the Bill of Quantities. Every other approach to pricing a fit-out — a per-square-metre rate, a one-line lump sum, a number someone remembered — is a guess that moves once work starts. A BoQ is the opposite: a measured, itemised, professional cost you can budget against, check, and compare. This guide explains what a BoQ is, how to read one, and why it is the most important thing you can ask a fit-out contractor for.
What a Bill of Quantities Is
A Bill of Quantities (BoQ) is a detailed, itemised document, prepared by a quantity surveyor, that measures and prices every element of the work against your actual scope. Every partition, every metre of cable tray, every ceiling tile, every floor box, every light fitting — measured as a quantity and priced at a current rate.
The quantity-surveying profession in Ghana sits under the Ghana Institution of Surveyors (GhIS), which governs cost practice — a BoQ is professional work, not a sales estimate. It is the standard way real construction and fit-out cost is established, and it is the document a finance team relies on to approve a spend.
Why There Is No Honest Alternative
The reason a BoQ matters so much is that the alternatives do not work:
- A per-square-metre rate cannot be honest, because a fit-out is many trades priced by specification — two spaces of identical area can cost very differently depending on what goes into them. Any flat rate either over-charges a simple scope or under-budgets a demanding one.
- A one-line lump sum cannot be checked, compared, or fairly adjusted. You have no way to know what is in it, what was left out, or whether it is reasonable.
- A remembered or online number is often simply wrong. Inflated material figures circulate widely — a BoQ prices against real, current rates instead (cement, for instance, runs roughly GH₵85–130 a bag; finishes and services are priced by specification), not the doubled figures that appear in some online guides.
Only a measured BoQ gives you a number you can trust and use.
How to Read a Bill of Quantities
A BoQ is not hard to read once you know its structure. It is organised by element, and each line typically shows:

Reading down the bill, you can see exactly what the fit-out is made of and where the money goes. The partitions, the ceilings, the MEP, the finishes, the joinery — each is a section you can examine. If something matters to you, you can find it, question it, and understand its cost.
How a BoQ Protects Your Budget
A BoQ protects you in four concrete ways:
- It gives you a real number to commit to. Measured against your scope at current rates, it is a figure that holds rather than one that climbs.
- It makes change fair. When a scope change happens, the BoQ rates price it fairly — you are not at the mercy of a contractor’s mood mid-job.
- It lets you compare contractors like-for-like. When two contractors price the same scope as a BoQ, you can compare them honestly — and the “cheaper” one often turns out to have left out MEP, furniture, or finishes the other included.
- It exposes what is in and what is out. Nothing hides in a BoQ. The scope is visible, line by line.
How to Use a BoQ When You Buy a Fit-Out
- Ask for a BoQ, not a rate. A contractor who can produce one is showing you they have actually costed the job.
- Read the sections that matter to you — especially MEP, which is where budgets most often go wrong.
- Check what is excluded. Read the notes and exclusions as carefully as the prices.
- Compare quotes only when they price the same scope. A BoQ makes a like-for-like comparison possible; without one, you are comparing guesses.
